Al-Sharaa tapped the plastic in Old Damascus as if it were a ribbon-cutting. For years, that swipe was dead. The U.S. dropped the 1979 designation Monday, along with the old Nusra tag. One receipt does not reopen banks or rebuild the economy. But it makes the photo they wanted: the former insurgent as a customer in the global system. That is the wager.
